Below is (or will be) a list of all Instance Dungeons and their associated quests, including where to obtain them.
The Quest details and links are from wow.allakhazam.com/, be warned that there are popups on this site, or from www.thottbot.com/.
The Instance Maps are linked from worldofwarcraft.gameamp.com/.
The levels following each quest are the recommended levels to complete them, as suggested by Allakhazam - note that it may be possible to obtain the quests earlier.

- Crime and Punishment - Given by Councilman Millstipe in Duskwood. (26)
- Quell the Uprising - Given by Warden Thelwater in Stormwind City. (26)
- The Fury Runs Deep - Given by Motley Garmason in the Wetlands. (Must have completed The Dark Iron War. (27)
- What Comes Around... - Given by Guard Berton in Lakeshire. (25)
- The Color of Blood - Given by Nikova Raskol in Stormwind City. (26)

The Temple of Atal'Hakkar
The Wailing Caverns - (levels 15-21 elite) - Map of the Wailing Caverns
- The Glowing Shard - Given by Item Drop: Glowing Shard. (15 minimum) The glowing shard drops from the last boss of WC. Kill all the Serpentlords, escort the druid to the sleeping druid, and kill the big murloc that eventually comes out. He'll have the gem.
- Deviate Eradication - Given by Ebru in the Wailing Caverns (Map). (21)
- Smart Drinks - Given by Mebok Mizzyrix in Ratchet (part 2 of a quest chain). (13 min)
- Trouble at the Docks - Given by Crane Operator Bigglefuzz in Ratchet. (14 minimum) (done in the dungeon, not the instance)
- Deviate Hides - Given by Nalpak in the Wailing Caverns (Map). (13 minimum)

And, having played a lot of Horde through Beta and early retail, I know the WC entirely too well. There's a nice druid set that drops from the mobs there, as well as a good caster cloak.
